FreeSafe Is No Longer Offered for New Safes

New Safes choose Sovereign or HighRisk. Both have the same base price and included allowances; the difference is whether a safeword PIN hides or permanently deletes marked sensitive Spaces.

A new Safe starts read-only while you complete tier selection and payment. This setup state is not a usable free plan. Existing legacy Safes may still display their historical tier; this change in new-Safe offerings does not itself migrate them.
